WHAT IS THE ENVIRONMENTAL AND SOCIAL MANAGEMENT FRAMEWORK  ESMF AND WHY WAS IT DEVELOPED?

The Environmental and Social Management Framework (ESMF) was developed to assist the Development Bank of Jamaica (DBJ) in assessing and managing potential Environmental and Social (E&S) risks and impacts of the Access to Finance (A2F) Project.
The ESMF contains rules to guide the behaviour of Micro, Small and Medium-sized Enterprises (MSME) who are beneficiaries of the DBJ’s partial guarantee programme – the Credit Enhancement Facility (CEF); technical assistance; and risk capital financing through the SME Fund under the A2F Project.
The ESMF ensures that businesses which are beneficiaries under these initiatives are conforming to local E&S laws and regulations as well as the requirements of the ESMF.
The ESMF is a key component of the Jamaica Access to Finance (A2F) Project, a five-year World Bank-funded US$15-million initiative being implemented by the DBJ with an objective to improve access to financing by MSMEs.
